Veracity and UK Home Office Transformation Programme

The UK Home Office needed to upgrade its complex immigration and border processes in the wake of significant policy shifts like Brexit. Veracity delivered end-to-end financial solutions, supported programme governance and infrastructure, and executed the funding strategy to gain funding to deliver the transformation programme. The deliverables resulted in successful roll-outs of visa and border solutions and improving service speed and customer experience.

Faced with new policy requirements and surging demand post-Brexit, the Department was required to modernise its approach. When standing up a programme, one of the priorities would be to get funding. This prompted a search for an expert partner who could not only craft high-impact business cases, but also help shape the case for change, develop options and agree the scope. 

The Challenge

Prior to engaging Veracity, the Home Office had less experience compared to other Departments in drafting business cases and getting funding for large programmes. There was no established financial strategy or experience in presenting the best business case to obtain funding for such a large-scale programme. 


The Solution

Veracity took a strategic, hands-on approach, supporting the SROs and working with various teams to understand the challenges and therefore build a case for change. We also helped shape the direction and scope of the programme by building valid options within the business case and key outcomes for the preferred option. The clearer the outcomes the more robust our costings and benefits quantification can be. The solution included:  

  • Business Case Creation: Developed strong business cases supported by robust costs and benefits which allowed for HM Treasury and Infrastructure Projects Authority approval, securing approval to proceed with delivery and full funding for the programme.  
  • Programme Infrastructure: Supported with establishing the foundation for a Project Management Office, setting up the Finance, Benefits and Risk Management functions as well as the development of key models to support costings and resource allocation.  
  • Operational Management: Delivered finance and change support, including budgeting, forecasting, and on-the-ground delivery, while meeting complex government requirements and adapting to funding and policy changes.  
  • Strategic Guidance: Partnered with the Home Office to shape the scope and develop key outcomes for the programme like eVisas, eGates, and business change.

Result

  • Secured initial and ongoing funding (~£800m 20/21 and ~£500-700m each year) for the entire programme which funded over 250 FTEs.  
  • Identified and on target to achieve over £1b of benefits. 
  • Successfully delivered foundational frameworks to support the delivery of digital immigration and border services to meet increasing demands as well as elevating user experience for customers. 
  • Created best practice tools and templates that are reused across other transformation programmes within the Home Office.  
  • Supported in creating a PMO model and tools that exemplified the Home Office’s ability to adapt, evolve, and lead in digital transformation. The programme was nominated twice for programme of the year across Whitehall.  
  • Provided critical support for other urgent Migration and Borders programmes, including the Ukraine visa response.
